    Rezonansi notes in the course of the last week political group visit in the USA official Washington attitude toward the processes in Georgia has been clearly defined.

    The group was composed of deputies: Zurab Zhvania (the Parliament ex-Speaker), Mikheil Saakashvili (ex-Minister of Justice), Revaz Adamia (ex-Head of the Committee on Defense and Security), as well as Mikheil Machavariani (ex-Minister of Tax Revenues).

    Zurab Gongadze, Tbiltskalkanali (the Tbilisi water supply and sewerage agency) Development Bureau Manager told Sarke that draft, prepared by British consulting firm, had been already examined by the Georgian side, contender-companies and World Bank experts. On basis of their observations, some amendments were introduced in the document.

  5. MINIMUM VOLUME OF BUDGET MONTHLY REVENUES DEFINED

    Today, the very first day of the spring session the Parliament introduced amendments in the legislation on budgetary powers. On the initiative of the Committee on Taxes and Revenues for formation of the budget income part following charges are determined: capacity of the monthly proceeds is to compose no less than 7% of the yearly income, quarterly – no less than 23%, first half of the year no less than 48%.

  6. AMERICAN COMPANY INTERESTED IN RECLAMATION OF A LICENSED BLOC

    Zet Europe Finance Financial Corporation expresses desire to take part in the tender on exploring oil and gas in the Borjomi-Akhaltsikhe region (8th licensed bloc). The Company plans also to construct a refinery in Georgia.

  7. TURKMENISTAN REFUSES TO RESTRUCTURE GEORGIA’S FOREIGN DEBT
    (Daily News: February 7, 2002)

    Georgia has actually managed to win consent of all state-creditors with the exception of Turkmenistan, which refuses to restructure debt.

    Zurab Nogaideli, the Finance Minister offers not to service the debt of $324.9 million to Turkmenistan, and to meet liabilities toward those states only that agreed on the restructuring under the decision of the Paris Club of creditors.

  8. DEBT SIZE OF ENERGY SPHERE TO FOREIGN CREDITORS HAS YET TO BE DEFINED

    According to the Minister of Fuel and Energy David Mirtskhulava, the uncertainty over foreign debts of the energy sector has raised problems with the state creditors. The Georgian side is trying to avoid talking about debts it owes Russia, Armenia and Turkey, he said.

  9. SITUATION OVER RUSTAVI METALLURGIC PLANT STILL RATHER HAZY

    Today, representatives of the Turkish holding Cukurova, a potential investor of the enterprise, conducted a presentation of the business-plan at the Parliamentary Committee on Sectoral Economy. A representative said in the beginning that fixed assets of the holding, which unites up to 150 companies, were estimated at $24 billion in 2000.

  10. PROSPECTS OF BUDGET INVESTMENT OF BRANCHES DISCUSSED

    According to Finance Minister Zurab Nogaideli, budget basic emphasis lies on investment, and decision on creation of a special Agency testifies this. The Agency will command nearly 11 million Lari, provided from the President’s Investment Fund (according to the draft budget).

    Work on improving the law on self-administration and election code must be finished in March not to admit one more delay in holding the local election, Zhvania stressed.

  12. PARLIAMENT DOES NOT EXCLUDE EXCISE REDUCTION ON LOCAL CIGARETTES, FINANCE MINISTER IS AGAINST

    According to Vitali Khazaradze, head of Parliament committee on Taxes and revenues, at present work on excise question is under way and materials, received from the Finance Ministry are being analyzed.

    Although, the MP remarked, Georgia is unable to contend with Russia in this regard, as Russia recovers tobacco excise reduction by considerable tax revenues from other spheres (oil, for instance).

  13. BUDGET-2002 CONSIDERATION IN THE SECOND HEARING POSTPONED TO NEXT WEEK

    MPs considered long budget parameters during an extraordinary session today; at the end the consideration was held in an empty hall. As a result, the voting on the draft was not held.

  14. BANK ABRESHUMIS GZA (SILK ROAD) FAVORS LEASING SERVICES

    According to Zurab Mgaloblishvili, head of the financial-economic management, the bank Abreshumis Gza (Silk Road) provides all types of bank operations but gives preference to crediting leasing.

    The bank grants credits under 18-22% for one to three years.

  15. SAKSTANDARTI SUGGEST TOUGHENING MEASURES AGAINST ADULTERATION OF FOODSTUFF

    Badri Shoshitaishvili, the Sakstandarti (standardization service) head, on January 16 introduced to the government session the bill calling for more efficient measures for fighting adulteration of foodstuff.

    The market is not secured from products dangerous for people, which is facilitated by almost uncontrollable street trade, he said.

  16. CONSIDERATION OF THE BUDGET-2002 POSTPONED TO JANUARY 17
    (Daily News: January 16, 2002)

    After Avtandil Jorbenadze, the State Minister, reported on the budget-2002 parameters a bureau of the Parliament postponed the consideration to the following day as MPs had not a chance to get acquainted with the final version until today.

    The State Minister said the process of agreeing parameters with factions had lasted until late night and MPs’ demands had been met as far as possible.

  17. SOCIALISTS BRING FORWARD SUGGESTIONS ON DRAFT BUDGET-2002

    At today’s press conference, Socialist faction leader Irakli Mindeli presented two bills, concerning the budget system. One of the documents envisages creation of National Agency on Reconstruction and Development branches with the purpose of backing from the budget.

    Despite the document’s oncoming discussion at the Parliament snap session on January 16, today the MPs are in the dark about the final parameters of the future budget. The amended draft did not enter the Parliament, so we do not know which of our demands were ultimately considered, the MPs say.

  19. GOVERNMENT STARTS PREPARING NEW TAX CODE

    At a conference held with Georgian President today members of the commission working on a new Tax Code put forward their proposals and expressed their opinion. According to Zurab Nogaideli, the Finance Minister, the commission will have to choose either to liberalize the tax system and to shift to insurance principles or to gradually improve and increase the managements quality.

  20. MPS DO NOT LIKE PRESIDENT’S PLANS TO EXTEND RUSSIAN PEACEKEEPERS’ MANDATE

    The Parliament made a conclusion on the necessity to withdraw Russian peacekeepers from Abkhazia and appealed to Georgian President to make an appropriate decision as long as ago as October 2001. However, in a traditional radio interview yesterday, President said he was for the extension of the peacekeepers’ mandate.
