    Preliminary results of the October 21 elections of MPs in the Vake district of the capital and the Bagdati district (the Imereti region) have been announced today. Final results will be known on October 25-26.

    Parliamentary Committees considered the draft reduction of the budget-2001 by 164 million Lari introduced by the Finance Ministry. There were heated debaters over the reasons leading to the budget reduction and people who have to answer for that.

  3. FINANCE MINISTER INTRODUCED DRAFT BUDGET-2001 CUTS

    At a government session today the Finance Minister Zurab Nogaideli said that it was assumed to cut the expenditure part of the budget by 164.6 million Lari. Among the key reasons prompting the necessity to make cuts in the budget, the Minister names the IMF and WB programs suspension, and the failure to receive sums from privatization.

  4. OPPOSITION BETWEEN CHAMBER OF CONTROL AND FINANCE MINISTRY CONTINUING

    The hearing of a report to be made at a government session by the Finance Minister Zurab Nogaideli on the results of the examination conducted by the Chamber of Control at the ministry has been postponed by the request of President Shevardnadze.

    The Chamber of Control has brought to light a number of violations in the activities of the Finance Ministry over the past several years.

    The opposition raised a question on the reports to be made by the chairmen of committees. At a plenary session today an MP Sandro Bregadze (Agordzineba) pointed to the fact that the heads of committees were representatives of the Citizens’ Union (the party, on which the parliamentary majority is based).

  6. FINANCE MINISTRY EXPACTS TO FINISH TALKS ON DEBT RESTRUCTURING NOT EARLIER THAN AFTER TWO MONTHS

    Georgia has failed to reach an agreement on the foreign debt restructuring with some creditors although it had to finish the process by September under the agreement with the IMF.

    Commenting on the issue for Sarke, the Finance Minister Zurab Nogaideli said he hoped the Georgian side would mange to assure the IMF to shift the date to November 1.

    It is difficult to say yet how many new fractions will be set up, the Chairman of Parliament, Zurab Zhvania, said today. He did not rule out the possibility of creating 2-3 fractions and noted that MPs would be regrouped among the already existing fractions.

    Because of uncoordinated positions the consideration of draft amendments to the election code, prepared by the head of the Juridical Committee, Zurab Adeishvili and a representative of the opposition fraction Industrialists, Vakhtang Khmaladze, was postponed. However, earlier at a plenary session today the same amendments were considered and adopted at the first hearing (127 MPs voted “pro”).

    During 5 hours MPs talked about different aspects of the Georgian-Abkhazian conflict today. Then, they continued discussion over the present situation in the conflict zone behind closed doors together with representatives of the force structures.

  12. PARLIAMENT TO RATIFY CREDIT AGREEMENT ON VARTSIKHEHES REHABILITATION

    There were heated debates during the consideration of a credit agreement in Parliament today. MPs raised questions on the expediency of taking loans, the necessity to monitor spending, giving priority to the Imereti region (the region in the west of Georgian where the station is located) while purchasing electricity produced by VartsikheHES.

  13. ECONOMICS MINISTER OFFERS SOFT TAX REGIME FOR LEASING ACTIVITIES

    Today, the government considered the bill on the leasing activities prepared by the Ministry of Economics, Industry and Trade with the participation of foreign experts. According to the Minister, Vano Chkhartishvili, after adopting the document, wide-scale support to the leasing activities and generally to business in Georgia will start.

    Today’s plenary session of Parliament started with MP’s demand to sort out the information on the armed clashes in Abkhazia. MPs said it was necessary to meet with representatives of force structures and invite Georgian President to Parliament.

    The completion of negotiations on foreign debt restructuring, scheduled by October 15, is postponed for a month. As Zurab Soselia, Deputy Finance Minister told Sarke, Parisian Club of creditor-states agreed on such term.

    Georgian President nominated Roland Gigilashvili, head of the Procedural Committee of Parliament on the post of the Justice Minister, which became vacant after the resignation of Mikheil Saakashvili last week. Shevardnadze characterized Gigilashvili as an experienced jurist.
