    On October 11, Finance Minister Mirian Gogiashvili signed decree #325, envisaging alterations into the September 24 decree #301 on monitoring of the humanitarian aid.

    The September’s decree caused dissatisfaction of the non-governmental organizations (NGOs).

  2. CREDIT BUREAU TO BE CREATED

    Zurab Gvasalia, president of the Association of Banks, told Sarke, making amendments to the law on commercial banks was necessary for the creation of a credit bureau. Supposedly, the bill will be introduced to Parliament by the end of the year.

    It is not surprising, that against the background of the very tense Georgian-Russian relations, the Kishinev’s meeting between Shevardnadze and Putin was meant to become the event of the week (and not only of the week). We should remind that even the President’s annual address to the Parliament, postponed from spring to autumn, was re-postponed – this time “after the summit”.

  4. PARLIAMENT’S DEMARCHE AFTER PRESIDENT’S TRADITIONAL SPEECH

    After Georgian President made his traditional annual speech in Parliament today, David Gamkrelidze, the New Rights leader, expressed dissatisfaction with it on behalf of the opposition factions. The factions Traditionalists, United Democrats, New Rights, Movement for Democratic Reforms and New Abkhazia left the session hall in protest.

  5. MPS DEMAND UNVEILING INFORMATION ON MP
    (Daily News: October 8, 2002)

    Gia Baramidze, chairman of the United Democrats faction, suggested at a session of Parliament today adopting a resolution under which the General Prosecutor’s Office would have to introduce to Parliament information on offences committed by MPs, as well as the explanation for not holding them responsible.

    Baramidze explained that the proposal aimed at putting the lid on blackmailing MPs by the executive authorities.

  6. A NET OF SEISMIC STATIONS TO BE ESTABLISHED IN GEORGIA
    (Daily News: October 2, 2002)

    Altogether 18 seismic stations, including six in Tbilisi, are to be established throughout Georgia, stated Zurab Javakhishvili, the Seismic Protection Service’s head.

    The Service has no funds to establish the stations and is looking for the budget funding.

  7. FINANCE MINISTRY: PLAN OF NON-TAX REVENUES NOT FULFILLED, PLAN OF TAXING REVENUES – EXCEEDED

    Zurab Soselia, the deputy Finance Minister said at today’s Government session, that for the 8 months the budget failed to receive 8.7 million Lari by the article on non-tax revenues. Altogether, 53 million Lari, or 85.9% of the planned volume has entered the budget.

  8. PARLIAMENT SCANDAL UNDER THE MATURING PANKISI SPECIAL OPERATION AND THE WEST’S BACKING

    In its September 24 issue, 24 Saati cited Interior Minister Koba Narchemashvili, currently heading the operation staff, as saying that the active phase of the anti-criminal operation will end in 10 days, and that the rapid information will be revised. On September 26 the newspaper specified, that, according to the Georgian power officials, there are no Chechen warriors in the Gorge, and that drug business is the operation’s only target.

  9. COUNCIL OF EUROPE BACKS GEORGIA

    Ex-speaker Zurab Zhvania has expressed satisfaction with the results of the Parliamentary Assembly of the Council of Europe, which had adopted a resolution on relations between Georgia and Russia on September 25. Zhvania said in the Parliament today that despite Russia’s unsuccessful bid to undermine the resolution, representatives of all countries (except for 11 members of the Russian delegation) had backed it.

  10. AUTHORITIES PROMISE TO PAY DEBTS TO FORMER SOVIET BANK DEPOSITORS

    The debt to depositors of former soviet banks will be paid periodically from 2003. The Deputy Finance Minister, Zurab Soselia, introduced adequate draft amendments at a government session today.

  11. PRESIDENT’S REPRESENTATIVE IN SAMEGRELO: TEA PLANTATIONS IN THE REGION REQUIRE URGENT AID

    According to Bondo Jikia, the President’s representative in Samegrelo – Zemo Svaneti region, the plantations in the region will need 14 million Lari urgent help next year. Jikia says in case at least half of the sum is not obtained, tea cultivation in the region will face extinction.

    Today the Branch Economy Committee was considering the Presidential veto on the bill “on independent regulating commissions”. However, due to absence of necessary quorum the decision was not taken.

  14. AGREEMENTS WITH TEA PRODUCERS NOT CONCLUDED YET

    We should remind that in result of the tender at the end of July, 23 companies are to receive total amount of 3 million Lari subsidies.

    However, Tengiz Svanidze, head of one of the winning JSC Kartuli Chai, told Sarke, Finance Ministry Trust-Investment Corporation has yet concluded no agreements with any of the companies.

  15. NEW ACADEMIC YEAR IN GEORGIA

    During today’s radio interview, Georgia’s President named certain figures on education. In particular, 690,000 pupils study at 3,141 schools of the country (2,645 Georgian, 175 Russian, 153 Armenian, 142 Azerbaijanian, 12 Osetian and 1 Ukrainian).

  16. 10 YEARS SINCE SUKHUMI RUSSIAN WAR-PLANES AGAIN BOMBING GEORGIA

    Friday overshadowed not only this week’s events but also many others: in consequence of a regular Russian bombing of the northeastern part of Georgia a man died for the first time. In this regard Dilis Gazeti reminds the way Russia’s President Putin rebuffed fact of a regular air strike on Georgia in November of 2001, saying there were no consequent victims.

  17. AIRZENA TO APPEAL AGAINST RUSSIAN ACTS TO ICAO

    The incident happened on August 21, as the aircrew of Georgian Air Company Airzena, implementing flight from Tbilisi to Frankfurt received notification from the Russian Air Traffic Controller’s Office that the air space was closed for flight nearSochi area. Because of deviation from the course the flight extended by 140 km.

  18. ONE DIES AS A RESULT OF RUSSIAN BOMBARDMENT

    According to the observers of OSCE monitoring mission at the Chechen area of the Georgian-Russian border, today between 5:15 and 6:00 a.m. “numerous unidentified aircraft flying from North to South, west from Girevi Patrol Base”. The planes “flew tn groups at high, but subsonic speed, in a high altitude”.

  19. CONTROL CHAMBER CHAIRMAN OFFERS LUSTRATION FOR DEFAULTED OFFICIALS

    During today’s Government session Sulkhan Molashvili, the chair of the Control Chamber offered to initiate ban on assigning to high positions for the officials, earlier dismissed in consequence of revealed violations. He said he already submitted the offer to the Anti-Corruption Council.

  20. MURDERER OF THE SEPARATISTS’ IDEOLOGIST NOT FOUND YET

    Georgian-Abkhazian Information Channel, the independent group of Abkhazian journalists, informs the law-enforcement bodies failed to detect the murderer of Zurab Achba, one of the leaders of Aidgilara political movement (Abkhazian Pupular Forum). The murder was committed on August 15 of 2000.
